Fuel Services Operator (FSO), City of Tracy
The CITY OF TRACY requests proposals for a FUEL SERVICES OPERATOR at the Tracy Municipal Airport. The services to be performed by the successful Proposer are described in the Request for Proposals - Scope of Services and in the Proposal Support Document. The general scope of services includes the operation and oversight of the FSO, including a lease of the existing Fuel Facility, at the Airport, 5749 South Tracy Boulevard, Tracy, CA 95377.
The City's primary objective for this Agreement is to obtain professional management and operation of a Fuel Services Operation at an existing City-owned Fuel Facility located at the Airport. The successful Proposer must, at a minimum, assume full responsibility for the operations of the FSO, present a positive image for the Airport, maximize revenue to the City (which includes making the airport an attractive location to fly into for the purposes of fueling Aircraft), and provide a quality and cost efficient fuel service for airport users.
The City's secondary objective is to award the Agreement to a Proposer that is willing to build and finance Corporate Hangars at the Airport. City desires, but will not require Proposer to agree as part of the FSO Agreement, to enter into a separate Ground Lease Agreement with the City within one year of the Commencement Date, and have such Corporate Hangars completed and ready for occupancy within two years of the Commencement Date.
