REQUEST FOR PROPOSAL 
TO PERFORM AIRPORT CONSULTING SERVICES

April 20, 2004

The Colusa County Airport is accepting proposals for airport consulting 
services.  The Colusa County Airport will be applying for grants from the 
Federal Aviation Administration for the Airport Improvement Program for the 
next five (5) years.  The current list of the Airport Capital Improvement 
Programs is attached.  Four copies of the proposal must be received at the 
business office listed above no later than 4:00 p.m., Friday, May 21, 2004.

The proposal should address the following issues:

1)      Evidence of the firm's ability to perform the work, as indicated by 
profiles of the principals and staff=s professional and technical competence 
and experience. Please enclose a list of references;

2)      Capability to provide professional services in a timely manner speaking 
to the size of firm and number of professionals that are available;

3)      Evidence that, where design work is involved, the engineer is currently 
registered in the state where the project is located;

4)      Past performance in terms of cost control, quality of work, and 
compliance with performance schedules;

5)      Knowledge of local building codes and Federal Aviation Administration=s 
regulations and advisories;

6)      Certified statement that the engineer or firm is not debarred, 
suspended, or otherwise prohibited from professional practice by any federal, 
state, or local agency;

7)      Other factors, such as, the ability to prepare bid documents; work with 
an airport advisory     committee and county board of supervisors; and

8)      Other information suggested by FAA Advisory Circular 150/5100-14C and 
the Airport Consultants Council.

The Colusa County Airport reserves the right to reject any and/or all proposals.
