March 26, 2001 INVITATION TO PROPOSERS
Dear Prospective Proposer:
The City of Los Angeles, Los Angeles World Airports (LAWA) is seeking
competitive proposals for the operation of a Remote Passenger and Baggage
Check-In Service for Los Angeles International Airport (LAX). The service is
be offered from the Van Nuys FlyAway Terminal in the San Fernando Valley,
with other locations to be developed in the future.
The term of this Agreement for Remote Passenger and Baggage Check-In
Services is five (5) years, with an option to extend the Agreement for one
additional five-year term.
The concessionaire will be selected through a competitive Request for
(RFP) process. Proposers must have the ability to meet the following minimum
1. The proposing company or its principal owners must possess at least three
years of similar or related management experience in the field of airline
2. The proposer must have the ability to develop an interface and integrate
operations proposed with common user infrastructure providers for passenger
and baggage check-in, i.e. ARINC and SITA; and
3. The proposer must have the ability to properly finance the plan to
market and establish remote passenger and baggage check-in.
The RFP provides specific instructions on what to include and how to format
proposal, as well as pertinent passenger data.
Copies of the RFP document will be available for pick-up beginning at 8:00
on Friday, March 30, 2001, at the offices of the Concessions Management
Division, 7301 World Way West, 2nd Floor, Los Angeles, California 90045.
Interested parties may also obtain a copy of the RFP by submitting a written
request to the project manager, Mr. Mark Miodovski, at the above address.
Copies of the RFP will be mailed only by Federal Express or other courier,
condition that the recipientís account number is provided.
A pre-proposal conference has been scheduled for Thursday, April 19, 2001,
at 10:00 a.m., at the
4th Floor Conference Room, 7301 World Way West, Los Angeles, California.
encouraged to attend this pre-proposal conference. A tour of the Airfield
Impound Lot at LAX
(which will be provided to the concessionaire for purposes of acceptance,
delivery of baggage to designated points at each terminal) will take place
following the preproposal
conference. Those wishing to attend the pre-proposal conference and
participate in the
tour must RSVP to the Concessions Management Division at (310) 417-6476, by
2:00 p.m. on
Monday, April 16, 2001.
Written proposals will be received up to the hour of 12:00 noon on Friday,
June 15, 2001.
Discussion and/or interviews with Proposers will commence shortly after this
may be invited to appear before an Interview Panel to clarify their
qualifications. The Panel may interview all Proposers or a short list of
Proposers. Los Angeles
World Airports reserves the right to extend the due date for proposals as it
deems in its interest.
LAWA reserves the right to reject any or all proposals, to advertise for new
proposals or to
proceed to have the services performed otherwise. LAWA may elect to
negotiate with the
Proposer found by the Interview Panel to offer the best Proposal according
to the RFP criteria.
The submission of a proposal by a Proposer does not in any way commit the
City of Los Angeles
to enter into an Agreement with that Proposer, or any other Proposer.
