Los Angeles World Airports Seeks Proposals for Air Service Development and
Marketing At Ontario International and Palmdale Regional Airports

LOS ANGELES--(BUSINESS WIRE)-- The Los Angeles Board of Airport
Commissioners approved today a Request for Proposals (RFP) for professional,
technical and expert aviation, marketing and advertising consulting services
to develop and market Ontario International (ONT) and Palmdale Regional
Airports (PMD).

Commission President John J. Agoglia said, "This action demonstrates Los
Angeles World Airports' commitment to aggressively develop its full system
of commercial airports to ensure a regional solution to Southern
California's growing demand for air transportation needs."

According to Philip Depoian, Los Angeles World Airports (LAWA) deputy
executive director for external affairs, said, "This Request for Proposals
signifies the next step of LAWA's new Air Service Development and Marketing
Program, whose goals are to fully develop LAWA's commercial passenger and
cargo airports at Ontario and Palmdale."

Several air service development and marketing activities are already
underway, said Depoian, noting that LAWA has been successful in attracting
international air service to ONT. AeroMexico will begin flights
three-times-a-week to Guadalajara and Mexico City on December 15, and United
Parcel Service will begin four-times-a-week air cargo service to China in
April 2001. In addition, The U.S. Department of the Air Force recently
approved LAWA's plans to construct a 322-foot by 580-foot aircraft cargo
parking ramp and upgrade portions of the taxiways at PMD.

Specifically, the Request for Proposals covers, but is not limited to, the
following assignments:

-- Preparation of an air service study for Palmdale Regional Airport to
determine specific markets most suited for establishing new air service.

-- Development and implementation of a marketing plan for PMD that targets
markets most likely to produce new air service, and also includes additional
surveys and market research efforts.

-- Implementation of an already prepared strategic marketing plan for ONT
that covers the next three to five years with a
sustained air service development and marketing program.

-- Preparation of filings in support of air carriers' applications to the
U.S. Department of Transportation for international service to ONT and PMD,
as well as Los Angeles International Airport.

-- Development and implementation of promotional and advertising plans
related to new air service development at ONT and PMD.

-- Preparation of air cargo studies at ONT and PMD.

The term of the proposed contract(s) would be for up to three years. A 20
percent combined Minority/Women Business Enterprise level of participation
has been established for this contract(s).
