   Digest Summary: The Sales and Use Tax Law imposes a tax on the gross receipts from the sale in this state of, or the storage, use, or other consumption in this state of, tangible personal property.
This bill would expand the existing presumption that a vehicle, vessel, or aircraft purchased outside of the state is subject to use tax to apply if that vehicle, vessel, or aircraft (1) is purchased by a California resident, (2) was subject to California's registration or property tax laws during the first 12 months of ownership, or (3) was used or stored in this state more than 1/2 of the time during the first 12 months of ownership.

   Digest Summary: Existing law makes it unlawful for persons to engage in certain acts of trespass.
This bill would make it a trespass to enter or reenter the sterile area of an airport after intentionally avoiding submission to the screening and inspection of one's person and accessible property in accordance with the procedures being applied to control access to that area.

Airports: heliport construction plans.

   Digest Summary: The existing State Aeronautics Act prohibits any person or political subdivision from submitting an application for the construction of a new airport, including a helicopter landing and taking off area (heliport), to any local, regional, state, or federal agency unless the plan for construction is first approved by the board of supervisors of the county, or the city council of the city, in which the airport is to be located and unless the plan is submitted to and acted upon by the appropriate airport land use commission or any other appropriately designated body for land use planning.
This bill would prohibit any person or political subdivision from submitting an application for the construction of a new heliport, to any local, regional, state, or federal agency unless the plan for construction is first approved by the department responsible for approving heliport development of the city or county in which the heliport is to be located and unless the plan is submitted to and acted upon by the appropriate airport land use commission or any other appropriately designated body for land use planning.

Underground storage tanks: report.

   Digest Summary: Existing law generally regulates the storage of hazardous substances in underground storage tanks and requires underground storage tanks that are used to store hazardous substances to meet certain requirements.
This bill would require the board, by January 1, 2006, to prepare and submit a report to the Legislature that includes specified analyses regarding underground storage tanks, including an analysis of the federal and state statutory and regulatory requirements imposed since December 31, 1998, on underground storage tanks, and an analysis of the incremental increase in environmental and public health protection provided by those vapor tight requirements, as specified.

Property taxation: exemption: possessory interests.

   Digest Summary: (1) Existing provisions of the California Constitution authorize the Legislature, with the approval of 2/3 of the membership of each legislative house, to allow a county board of supervisors to exempt from property taxation those properties having a full value too low to justify the costs of assessment and collection.
This bill would for a qualified county, as defined, increase the limit for the exemption for such a possessory interest from $50,000 to $100,000.

   Digest Summary: Existing law requires each member of the board of directors of an airport district to receive compensation in an amount not to exceed $100 for each attendance at the meeting of the board held within the district, which amount is fixed by the board.
This bill would instead require each member of the board of directors to receive compensation in an amount not to exceed $400 for each calendar month, provided he or she attended at least one meeting of the board held within the district that month.
