President signs the Fiscal Year 2002 (FY02) Treasury, Postal Service and
General Government Appropriations bill into law

Another victory for airports this week! On Monday, the President signed into
law H.R. 2590 the Fiscal Year 2002 (FY02) Treasury, Postal Service and
General Government Appropriations bill. The spending bill includes funding
for additional U.S. Customs Service inspectors and other initiatives to help
the agency combat terrorism. The House adopted the report on October 31st by
a 339-85 vote. The Senate followed suit by passing the measure on an 83-15
vote.

As we have reported earlier, the conference report includes $28 million for
additional Customs inspectors and agents along the northern border and $33
million for non-intrusive inspection technologies. By contrast, the House
version of the bill recommended $15 million for additional Customs
inspectors along the northern border and at ports or entry including
international airports.

The Treasury-Postal Service Appropriations bill also includes $427 million
for the Customs automation program -- $170 million more than the
Administration requested and $70 million more than the Senate recommended.
Not less than $300 million of that `amount must be used for the U.S. Customs
Service for the development of the Automated Commercial Environment (ACE),
which is also $70 million more than the Senate recommended.

The spending bill also includes funding for a number of initiatives to help
the U.S. Customs service combat terrorism. For instance, it includes $40
million for counterterrorism efforts and $1 million to develop a Customs
canine detection program for chemical and biological agents.
