ABOUT
THE POSITION: Manages, coordinates and directs accounting, auditing, purchasing
and materials management functions for the Department of Aviation; performs
professional level financial planning and accounting work. This examination will
establish an Open Competitive and Promotional list to fill current and/or future
vacancies which may occur within the next six (6) months.
HOW TO
QUALIFY:
1. Bachelor’s Degree in Accounting, Finance, Economics,
Business or Public Administration or a field closely related to the work,
AND
2. Five (5) years of full-time professional experience in
finance/accounting, two (2) years of which were in a supervisory/management
role.
Note: Equivalent combinations of related formal education and
appropriate related professional experience may be considered.
Licensing
and Certification: Certified Public Accountant required.
Background
Investigation: Employment with the Department of Aviation is contingent upon
completion of an education/experience background investigation, a
fingerprint-based criminal history record check processed by the FBI, and upon
the ability to be granted a security badge as mandated by the Federal Aviation
Administration.
THE SCORING: Applicants will receive a score of 50 points
for meeting the minimum qualification requirements (as documented on
application). Applicants may receive up to 50 additional points based upon a
rating of the supplemental application responses.

THE APPLICATION PROCESS: Candidates must
submit an employment application and a supplemental application. The candidate
is responsible for submitting a complete Clark County application package. If
the application does not demonstrate that minimum employment requirements are

THE
POSITION: Plans, organizes, assigns, supervises, reviews and evaluates the work
of professional, technical and office support staff. Recommends selection of
staff; trains staff and provides for their professional development; administers
discipline as required. Develops and implements goals, objectives, policies,
procedures and work standards for the division; prepares and administers the
division's budget. Contributes to the overall quality of the department's
service provision by developing and coordinating work teams and by reviewing,
recommending and implementing improved policies and procedures. Supervises
financial record keeping and reporting functions; ensures compliance with County
and State ordinances and regulations; analyzes and directs the distribution of
finances to various funds, as provided by ordinance and funding source
restrictions. Uses spreadsheet software, prepares and analyzes journal entries,
and performs a variety of professional accounting work to maintain and report
airport financial status. Coordinates the annual external audit process.
Supervises purchasing and materials control activities; reviews and approves
materials requests and requests for payment. Directs the conduct of and conducts
analytical studies; develops and reviews reports of findings, alternatives and
recommendations; directs the maintenance of accurate records and files. Prepares
and directs the preparation of a variety of written correspondence, reports,
procedures and other written materials. Directs payroll and timekeeping
activities for airport personnel. Serves as a member of various committees and
task forces related to areas of expertise. Uses standard office equipment,
including a computer, in the course of the work; may drive a personal or County
motor vehicle to attend meetings and visit off-site County
locations.
PHYSICAL REQUIREMENTS: Mobility to work in a typical office
setting, use standard office equipment, and capable of traveling to various
locations throughout the County to visit work sites and attend meetings; vision
to read printed materials and a VDT screen; and hearing and speech to
communicate in person or over the telephone. Accommodation may be made for some
of these physical demands for otherwise qualified individuals who require and
request such accommodation.
VETERANS’ PREFERENCE: Veterans will receive
five (5) preference points in addition to their overall score; disabled veterans
will receive ten (10) preference points in addition to their overall score. A
copy of a DD-214, documenting an honorable discharge, must be included with
application. Additionally, disabled veterans must include a letter from the
Veteran’s Administration verifying disabled status. Veteran’s preference may be
used only for initial employment with Clark County.
