My understanding is that a kennel on an airport can be approved by the FAA so long as the primary (if not sole) purpose of the kennel is to provide animal shelter/storage for airport customers (aircarrier passengers). If there is no connection to the aeronautical use of the airport, then the land used by the kennel would need to have no potential for aeronautical use.
