Hangar Rebates for Construction

Everyone -

I am currently repaving the area around some GA hangars at my airport.  I
order to pave without interruption, I sent a letter to the affected hangar
tenants about the construction, and letting them know that if they need
their aircraft during the month of construction - they may want to move
their aircraft.

Many of the tenants have moved for the month - but now they want a one
month rebate of the rental payments.

My question - do other airports rebate the hangar rental for construction
purposes?   My view is they lost the use of their hangars for one month,
but they're getting several hundred thousand dollars of paving
improvements.
