"Airport Authorities or Joint Powers Agreements"

At the Spicewood Airport in Spicewood, Texas (privately owned but public use)  
we have created a Pilot's association that all lot owners and renters are 
members of (Class A and Class B memberships).  Class A memberships pay $500
yr Class B pays $300 year to the non-profit association.  The association then 
pays for all the taxiway and grounds maintenance and their own liability 
insurance, with the Airport Owner ( a separate Sub-S corporation) being named
as additionally insured.  The Pilot's association also pays an annual lump sum 
to the Airport as a runway maintenance assistance fee ( in our case it's 
$10,000 a year).  It's worked wonderful for the last 5 years.  The
communication between the pilot's group and the owners works well because their 
is mutual involvement.

This may not be what your asking for but it may help someone else out there 
with ideas to try.
