"Airport Authorities or Joint Powers Agreements"

I have been asked by my Board to investigate the use of Airport Authorities
and Joint Powers Agreements and make recommendations.  I am looking for
information that will assist with a recommendations report on what other
airports are doing and how they have structured their agreements.  The main
interest is to spread liability, risk, tax burden etc.
