I would suggest that you base a new policy on (ASHRAE) Standard 55 if you
were going to pick one guidance document. Seems to be the standard here in
the U.S.A. Standard 55's goal is to provide comfort for 80% of the people,
realizing that 100% comfort is unattainable under any normal condition.

Everyone -
Does anyone have a written policy on the temperature that's maintained in
the terminal building? I have one person who calls the Mayor directly every
time the temperature is not to his liking.
If you could send me a copy, it would help me to write a policy for my
airport.
