In my early years as an airport ARFF/Public Safety Chief, I was faced with
the same issue. I found a local wrecker company that specialized in heavy
recovery (18 wheeler types) had some very nice air lifting bags & roll back
transport vehicles. He lifted the aircraft, placed it on the roll back, &
dropped it off at an FBO. We developed an informal agreement between us
that said the aircraft owner was to be billed for the recovery service. I
never had an issue with him attempting to get the airport to pay. Using
that type of service, the bigger delay was approval to move the aircraft
from FSDO. Just a suggestion...
