I’m writing to solicit your help in sourcing international expertise for a short-term feasibility study in  South Asia to develop an airport cargo village. The study is expected to take 2-3 weeks. In-country logistical and administrative support will be provided.

 

The study will refresh and expand on a six year old Pre-Feasibility Study of a 125,000 m2 parcel at an international airport located in the capital city. The study will examine existing facilities, propose new facilities and recommend funding options for achieving them. The overall objective of this study will be to determine the feasibility of developing a standards-compliant, modern and efficient multi-modal capable cargo facility. Due to size and location, the parcel is an ideal site for a cargo village, which would typically include:

 

• Import and export freight handling

• Product storage, including cold storage

• Freight forwarding and consolidation service

• Customs and security inspection, and customs free zone

 

The study team will consist of the following international staff:

 

Project Manager: Will provide overall management of the project and insure deliverables are complete, correct and delivered in a timely manner. Will also be responsible for reviewing the national statutory and regulatory environment vis-à-vis the effective and efficient development of this facility. Must be familiar with the country and it’s aviation system. This position is filled.

 

Civil Engineer: Responsible for examining the existing facility and, in consultation with other members of the study team, address engineering elements of the deliverables. Aviation experience required. Experience working in developing countries preferred. Experience with a multi-modal facility preferred. Experience with aviation cargo facilities preferred.

 

Aviation Planner: Responsible for examining the existing facility and, in consultation with other members of the study team, address planning elements of the deliverables. Experience working in developing countries preferred. Experience with a multi-modal facility preferred. Experience with aviation cargo facilities preferred.

 

Air Transport Economist: Responsible for examining the existing facility and, in consultation with other members of the study team, address economic elements of the deliverables. Experience working in developing countries preferred. Experience with a multi-modal facility preferred. Experience with aviation cargo facilities preferred.

 

Deliverables:

 

Feasibility Study for a Cargo Village adjacent to a capital city, international airport

Artist’s renderings of proposed facilities that may include architectural models

Detailed Economic Analysis and proposed funding options

Draft RFP to assist stakeholders in pursuing development opportunities
