Program could help travelers stranded at airport

I am just a regular guy who would like to create a program to help people
when they get stuck at the airport during a hurricane or bad weather up
North during our tourist season. The idea is that when people spend all
their money here on vacation, we seem to forget about them at the hotel
check-out desk. When people get stuck at the airport (often with kids), it
would be great if local business people could offer travel games or
giveaways to promote their business and help these people in need.
We see it every year and it might set a trend that started in the greatest
vacation state in the nation.
"Your vacation is not over until you're safe at home," a low-cost program
that promotes local business, helps travelers and creates an even better
image of our great city and state. "Wow, we were stuck at the airport in
Fort Lauderdale and the kids were cranky, then the airport people showed up
with games and stuff for us and the kids, it made a tough time better, and
they really seemed to care." The whole idea is a theme I call, "Many Happy
Returns."
I have pitched this to the mayor of Fort Lauderdale and others, but no go.
Be sure I will not benefit from this idea in any way except to see my
hometown shine.
