Airport may ease ban on carry-on liquids

The Manila International Airport Authority (MIAA) may ease the ban on
liquids, gels and aerosols on carry-on luggage at the Ninoy Aquino
International Airport, based on the recommendation of the International
Civil Aviation Organization (ICAO).
Tirso Serrano, assistant general manager for airport development, said MIAA
has recommended the partial lifting of the ban to the Office for Transport
Security.
"[We] requested guidance on the prohibition," Serrano said.
Under the new ICAO guidelines, all liquids and gels will be allowed as
carry-on luggage as long as they do not exceed 100ml (3.3oz) each. The items
should be placed in a transparent resealable plastic bag of a maximum
capacity of 1 liter.
The plastic bag should be presented for examination at the airport and only
one plastic bag is allowed for every passenger, ICAO said.
Airports around the world have started easing the ban on liquids and gels
based on the ICAO recommendation.
Hong Kong International Airport, for instance, started easing the liquid and
gel ban on March 21. The Airport Authority Hong Kong said airport operations
and flight schedules remained normal following the implementation of the new
rule. China will implement the new rule starting on May 1.
According to the Airports Council International, of which the MIAA is a
member, several countries have followed the new rule including Australia and
Japan.
In August last year, MIAA started the ban on all liquids and gels in
carry-on baggage on domestic and international flights following the
discovery of a plot to bomb flights bound for the United States and
originating from the United Kingdom.
Passengers are required to place all liquids and gels including lotions,
perfumes, toothpaste and liquor in their check-in luggage.
However, liquids such as beverages and liquor purchased at Duty Free Shops
located after the final x-ray checkup can be hand-carried and brought inside
the plane.
Items allowed in carry-on luggage are baby formula, breast milk and juice if
a baby or small child is traveling; prescription medicine with a name that
matches the passenger's ticket; and insulin and other essential
nonprescription medicine.
