New terminal at Massena, N.Y., airport needs odds and ends before opening

MASSENA, N.Y. -- The new airport terminal is "substantially complete" as it
awaits only its certificate of occupancy, telephones, and door locks.

"There's still some odds and ends, minor things," said Reginald D. Cross,
resident engineer with CNS Engineering, Syracuse, the company hired to do
design work for the airport terminal and runway extension projects.

"It's absolutely gorgeous," said Sanford T. Cook, town supervisor. "It's a
state of the art facility, a first-rate terminal."

A final walk-through was taken Nov. 30, and the certificate of occupancy is
anticipated to be received by Tuesday, Mr. Cross said.

Rent negotiations with tenants are "coming along," said Albert N. Nicola,
town councilman.

The current tenants -federal Transportation Security Administration, US
Airways Express, which is a division of Mesa Air Group, and the Federal
Aviation Administration- are expected to relocate from 50-year-old building
to the new 7,300-square-foot airport terminal around Dec. 15, Mr. Cross
said.

"I'd be surprised if not within the next couple of weeks," Mr. Nicola said.

The new terminal is outfitted with a departure lounge that can hold 30
people, handicapped-accessible rest rooms, three ticket counters, offices
and a baggage screener section.

"It's a first class building; It's nice looking but functional," Mr. Cross
said. "There's no comparison to the old building."

The $1.5 million terminal project, which began on May 24, stayed on budget,
Mr. Cook said.

Funding for the project came from $1 million in federal and state grants, a
$450,000 town bond and $50,000 from the New York Power Authority.
Contractors received $1.167 million for general work, $165,000 for
electrical tasks and $52,500 for plumbing to Heritage Homes, Massena, and
$122,500 for the heating and cooling contract to Northern Mechanicals,
Norwood.
