One Concessionaire to Run Varna, Bourgas Airports

THE TWO airports at Bulgaria's Black Sea coast, in Varna and Bourgas,
will be granted on a concession basis to one single investor, vice
premier Nikolay Vassilev said in Bourgas. Each of the airports will
receive a separate licence for airport operator and will develop its own
master plan and investment programme. The concession contract will
protect the interests of all parties: the state, the employees and the
concessionaire, Vassilev said.

The contractor is expected to invest EUR 60 million in infrastructure
improvements in each of the airports. The term of the concession will be
35 years with an option for renewal for another 15 years. The initial
concession fee will amount to EUR 3 million. Candidates will have to pay
a EUR 300,000 guarantee for participation in the tender. In case the
concession contract is cancelled, all the investments made in the
airports will remain for the state.

The tenders are expected to be announced by this year's end. Candidates
will be allowed to see the airports in August and September. The very
concession contract will be signed in March 2005 at the latest.

Concessions will also be awarded on all sea and river ports in Bulgaria,
Vassilev said. The procedures will be launched after a legal and
financial analysis is prepared for each of them.
