JACKSON COUNTY BOARD OF COMMISSIONERS APPROVES AIRPORT
TERMINAL DESIGN-BUILD PROCESS

Medford, OR— February 11, 2004 — The Jackson County
Board of Commissioners approved today to choose a
Design-Build Concept for the proposed new terminal at
the Jackson County Airport.  At an estimated $35
million, the building of a new terminal will be the
largest project the county has ever undertaken. 
Funding will be derived from Federal Grants, Passenger
Facility Charges and airport revenue monies.

The Design-Build Concept is based on “alternative
contracting methods.”  The basis for the concept is
that the owner is able to contract with a sole entity
for all areas of the project which encompasses the
design, engineering, construction management and
services, creating a team approach.  The main
contractor then works directly with all
sub-contractors allowing for continuity throughout
each phase of the project.  

Now that the Design-Build has been selected, the next
step will be to issue a Request for Qualifications. 
Jackson County expects to receive numerous bids from
qualified applicants. Finalists will be required to
provide conceptual drawings, proposed cost estimates
and a time-line for the completion of the project.

Selected members of the community will be asked to
participate as part of a review committee.  The
committee will be responsible for the selection of the
Design-Build Team and will be made up of a delegate
from the airlines, an airport representative, Jackson
County Administration, and a member of the Airport
Advisory Committee, etc.
