S.J. airport gets go-ahead on construction funding

The San Jose City Council gave Mineta San Jose International Airport
officials authorization Tuesday to seek $100 million in short-term loans to
start construction of a new north concourse this summer.

The $241 million concourse is the first project in the $1.3 billion overall
expansion of the airport that includes a new central terminal, a south
concourse, and a double-decker road. The council action allows the airport
to issue a series of notes under the city's commercial paper program.

The commercial notes are an interim measure designed to immediately finance
expansion work. The costs for the notes will be rolled into the airport's
long-term bond financing. Those bonds are expected to be issued late this
year or early 2004.

The debt will be repaid with revenues generated from fees and rates charged
to the airlines and other airport users.
