Davis signs bill to ease shift of control of Lindbergh Field

Gov. Gray Davis has signed legislation to ease transferring control of
Lindbergh Field from the port district to a new airport authority. 

The legislation, SB 1896, by state Sen. Steve Peace, D-El Cajon,
contains a number of changes, including giving the new authority the
right to issue bonds without voter approval. 

The bill is a follow-up to last year's legislation that split off the
operation and control of the airport from the port district to a new
airport authority. That bill prompted a bitter dispute among local
officials and Peace. 

The follow-up bill, however, was worked out after negotiations among
local officials. Further, there was no mystery about whether Davis would
sign the bill because he had requested it last year to work out
transition issues. 

One of the more significant changes in the bill shifts the power of
appointing one of the three full-time board members from the San Diego
County Board of Supervisors to the San Diego sheriff. Under the new
plan, the supervisors must confirm the appointment.
