Oakland port director to retire in September
By David Armstrong
San Francisco (CA) Chronicle
Charles W. "Chuck" Foster, executive director of the Port of Oakland,
announced today that he will retire in September from the post he has held
for six years.
Foster, 61, said he plans to spend time with his family after 16 years with
the port, including a stint as director of aviation.
His successor will be selected by Oakland's seven-member Port Commission,
whose members are appointed by the city's mayor, Jerry Brown. The port's
director of communications, Harold Jones, said the port, a chartered agency
of Oakland city government, hopes to have a successor in place when Foster
leaves "during this time of unprecedented expansion."
The port oversees Oakland International Airport, the port's maritime
operations and extensive real estate holdings at Jack London Square.
The port is currently engaged in a $1.5 billion capital expansion for the
seaport, including conversion of a former Oakland army base to maritime use
and dredging Oakland's inner harbor to a depth fo 50 feet. Late last year,
the port acquired four Super Panamax construction cranes, among the largest
in the world, to push ahead with its construction plans.
Oakland International Airport is also in the midst of a $1 billion expansion
and reconfiguration of the terminals, a widening of 98th Avenue to serve as
the main entrance to the airport, and the addition of a rapid-transit link
between BART and the airport.
