Port board to consider awarding airport work

Awarding a contract to design an aircraft parking apron for a proposed
cold-storage warehouse and distribution center at Toledo Express Airport
will be considered today by the Toledo-Lucas County Port Authority board of
directors.
A port authority selection team and the board's airport committee have
recommended hiring a consortium headed by Crawford, Murphy & Tilly, Inc., of
Aurora, Ill., to design the apron for a cost not to exceed $360,000.
The other firms in the consortium - TolTest, Proudfoot & Associates, and
Finkbeiner, Pettis & Strout, all of Toledo - are expected to do more than
half the work.
The board meeting is scheduled for 8:30 a.m. in the Toledo Area Regional
Transit Authority's meeting room at 1127 West Central Ave.
Ohio International Developers, of Hudson, O., is proposing to build the
cold-storage terminal, starting with a 400,000-square-foot warehouse and
processing center, next to the BAX Global, Inc., cargo hub on the southwest
side of the airport.
The port authority would build the parking apron and associated airfield
facilities to serve the terminal. The port authority staff is working with
the Federal Aviation Administration to obtain grants to finance
construction.
An engineering consortium headed by Reynolds, Smith & Hills, Inc., of
Naperville, Ill., and including TolTest and Proudfoot was considered for the
apron design contract.
During today's meeting the port board is scheduled to consider awarding a
$50,000 contract to Yager & Associates, of Toledo, to study pavement
conditions at the airport and to develop a capital improvement plan for
pavement maintenance.
The study is required to preserve the airport's eligibility for federal
funding for future repair projects.
Other business on the agenda includes:
A public hearing and vote on the port authority's tax budget, which proposes
$11.9 million in expenses toward which Lucas County property tax levies will
pay $2.24 million.
Appropriating $540,000 to buy right-of-way for the new Tiffin Avenue
overpass leading to the Port of Toledo. The money is to be reimbursed by the
Ohio Department of Transportation.
A resolution stating that the port authority is considering issuing bonds to
finance equipment purchases planned by Aero Classics Ltd. of Huron, O.,
under the Northwest Ohio Bond Fund program.
