Landfill opponents brief C.R. Airport Commission

Neighbors opposed to a proposed landfill in southwest Cedar Rapids on
Tuesday asked the Cedar Rapids Airport Commission to wait for additional
facts before changing long-range plans for a third runway.
The Bluestem Solid Waste Agency Board has selected a 425-acre site off
Highway 30 between Old River Road and Honey Grove Road for a new landfill.
A federal aviation funding bill signed by President Clinton last month
contains a provision that bars landfills within six miles of an airport
runway. Congress took the move out of concern that landfills attract birds
that might be sucked into jet engines.
Airport plans call for a new east-west runway north of Wright Brothers
Boulevard. The eastern edge of the runway would be six miles and a few feet
from the proposed landfill site.
Bluestem's plans to buy the property were suspended after the
landfill-airport distance issue was raised.
Wallace Taylor, an attorney representing Citizens Opposed to the Landfill,
told airport commissioners that there is no need for them to revise their
plans at this time.
"Don't make any snap decisions on whether to change your plans for airport
development and airport expansion," said Taylor. "We ask you to look at the
whole process and all the facts before you make a decision."
Although the legislation has been passed and signed, rules must be drawn
regarding the airport-landfill location provision. Taylor said the rules are
expected to be published in June. A 60- or 90-day public comment period will
follow.
