Chula Vista opposes proposal for air-cargo facility at Brown Field

CHULA VISTA -- Chula Vista joined the swell of South Bay opinion against
Brown Field development yesterday when the City Council voted unanimously
to oppose the building of an air-cargo transport facility at the south San
Diego airport.
"Otay Mesa and the South Bay are the last areas of San Diego County
available for industrial development," said Councilwoman Mary Salas. "With
that in mind, we should be picky and choosy about the kinds of projects we
want to come into this area."
Chula Vista's stand on the project is advisory. San Diego's Planning
Commission is due to discuss the issue again May 25, and will make a
recommendation to the San Diego City Council, which has the final vote.
Developers want to invest more than $500 million to alter Brown Field, an
82-year-old municipal airport near the border, and transform it into a
cargo airport and industrial center.
The investors, led by local businessman Sandy Kahn, contend that the San
Diego market is missing out on its piece of the lucrative air cargo
shipping market, and that their venture would generate $750 million for the
local economy and create thousands of jobs.
Opponents, who include residents of the Otay Mesa area, Imperial Beach and
Coronado, have expressed concerns that a Brown Field renovation would cause
a traffic and pollution nightmare. They also question the financial
viability of the venture and believe flight plans submitted by the
developers could pose air-safety problems.
Chula Vista has an interest in the matter because the city's newest
community, Otay Ranch, is less than two miles from Brown Field.
Larry Killeen, representing the developers group, said the project would
have more positive effects than negatives, including job creation and
getting large cargo-laden trucks off the road.
