A shake-up in Philadelphia’s City Hall

    PHILADELPHIA March 14 — The ax has dropped for the fourth time in two
months. Now, some city leaders say Mayor John Street has done serious damage
to the city.

    MAYOR JOHN STREET has been carrying a big ax lately. He’s fired many
high administration officials since he’s been in office.

    During his first two months in office he’s fired Michael Carp, a former
Board of Education Member, Kevin Snyder his Communications Director, and
Jacques Lurie another school board member. The latest victim was Alfred
Testa, the man who headed up the airport for the past 10 months.

    “He comes highly disrecommended,” Street said.

    “I think the mayor’s the only one who knows what disrecommended is,”
said City Council member Frank DiCicco.

    Jim Kenny is council member who was also scratching his head. He can’t
believe the mayor sent police to escort Testa away.

    “I think that this kind of story winds up on the pages of every aviation
magazine and trade journal in the country,” Kenny said. “Making it extremely
difficult for us to recruit someone in the future. That’s one problem. The
second problem is it makes it difficult for us to recruit people to other
jobs.”

    There are a lot of open spaces at city hall. There is no finance
director, commerce director, or recreation commissioner among other
vacancies.

    DiCicco has been a staunch Street supporter, but he’s starting to wonder
about that big ax and its effect on morale.

    “I think the morale problems in the city of Philadelphia are starting to
multiply,” he said. “You have commissioners who are acting commissioners
just sitting there daily, not knowing whether or not they’re going to be a
commissioner tomorrow, an acting commissioner, even be an employee. I think
they’re concerned.”
